We are presently identifying candidates for the following position:Vetting Coordinator. This candidate will work with Dept. of State, International Narcotics and Law Enforcement (DOS-INL) in Tegucigalpa, Honduras on the Central America Regional Security Initiative (CARSI) contract.

The CARSI contract, one of the largest and most sophisticated multi-lateral security efforts in the world, provides funding for the US Government to assist the governments of the CARSI countries with police professionalization, justice sector reform, counter narcotics efforts, border security management, crime and violence prevention, and anti-corruption efforts. This initiative will focus on a series of Policing, Specialty, IT and Administrative roles. Requirements and responsibilities for this role are as follows:

Minimum Qualifications—U.S Citizen
Secret Security Clearance
Bachelor’s Degree in Business Administration, International Relations, Human Resources, Education, Criminal Justice, or Political Science is required.
FSI Level 4/4 English, FSI Level 2/2 Spanish (Limited Knowledge).
One (1) year of Leahy Vetting experience is required.
Three (3) years of professional work experience in administration and/or database management is required.
Proficiency in using INVEST-C and MACMIS platforms.
Knowledge of Leahy Law and other U.S. laws governing vetting requirements and Department of State regulations.
Proficient in Microsoft Office Suite

Preferred Qualifications—Knowledge of GOH officials within the Honduran National Police, Public Ministry, Ministry of Defense, and other GOH offices and agencies.

Responsibilities—Coordinates human rights and other vetting in accordance with U.S. law (in particular the Leahy Amendment), Department of State, INL, and Embassy Tegucigalpa guidelines.
Coordinates with the Embassy’s Political Section and will develop vetting policies and procedures.
Services as primary point of contact for processing INL/H vetting requests.
Manages local vetting results and coordinates closely with appropriate sections in the Embassy to ensure historic polygraph results or other local vetting information is imported appropriately into those agencies’ databases.
Interacts with U.S. and international advisors to the Government of Honduras (GOH).
Assists INL/H Director by interacting with GOH officials at the highest levels, including ministers, the President of the Supreme Court, and directors of various GOH agencies and offices to brief them on the vetting process.
Assists the INL/H Director by consulting with and coordinating with GOH employees at lower levels to follow-up on other vetting related issues.
Manages Embassy’s vetting databases.
Consults with INL program managers and advisors to assess vetting needs on behalf of INL.
Monitors renewal of annual Leahy vetting certification for vetted units/members.
Helps engage Honduran partners to track requested information for Leahy vetting submissions
Prepares all relevant vetting documents and maintain records of INL vetting requests.
Researches and documents suspended unit/individual cases for possible remediation.
Based on database results returned, works with program managers to prioritize complex cases and/or resolves derogatory information.
Advises requesters on relative ease of resolution or when to cancel training for an individual or unit.
Liaises with external contacts on highly sensitive cases and pass additional evidence to the Political Section and/or the Bureau of Democracy, Human Rights, and Labor (DRL) for adjudication.
Manages Global Training and Tracking System (GTTS).
Ensures GTTS inter-connectivity and inter-operability with INVEST-C system of record.
Serves as Mission POC for new vetting platforms and procedures.
Ensures compliance with Leahy vetting reporting, duty-to-inform and other requirements.
Monitors outstanding vetting requests and ensure the timely submission of vetting requests.
Aids in the preparation for, organization of, and presentation of conferences and trainings related to vetting.
Advises the Embassy on vetting requirements and process and keep the Embassy informed of vetting developments or changes in requirements; and
Coordinates with U.S. law enforcement elements at the Embassy and the Consular Section to share vetting results.
