Job Background/Summary
CRS/Honduras (CRS/HN) is seeking an experienced Technical Director for Tertiary Prevention Services to provide technical direction and leadership for a new, four-year Improving Tertiary Violence Prevention Project to create a risk-based juvenile justice system that reduces recidivism within targeted populations of high risk juveniles, by improving the organizational and technical capacity of Honduran service providers and policy makers to provide specific, targeted, and high-quality services to highest-risk secondary and tertiary juvenile populations.
Job Responsibilities:
Program Quality
Lead on specific measures for differentiated services based on level of risk of clients and long-term follow-up needed to reduce risks of recidivism by identifying and adopting rigorous risk assessment tools to better understand beneficiaries and differentiate between levels and types of risk.
Ensure state and non-state service providers have the proper training and tools to provide services and adopt evidence-based interventions.
With key program staff and stakeholders, ensure program's technical design and results are fully accomplished and meet expected technical quality standards through annual and quarterly activity planning and budget forecasts.
Lead quarterly technical review of implementation plans for the project and ensure appropriate actions are taken to meet implementation timelines and commitments.
In collaboration with program staff, provide guidance and technical oversight to partners and other collaborating agencies to ensure that best practices and lessons learned are documented and disseminated.
Coordinate with M&E department to oversee the design and implementation of the program's monitoring and evaluation system, using appropriate forms, procedures, and tools for data collection and analysis as the basis for measuring, documenting and reporting of project performance and outcomes.
Integrate project interventions with other CRS programs as appropriate through linkages with other service providers.
Ensure that processes are anchored in CRS ProPack methodologies, Integral Human Development (IHD), the Justice Lens, the Gender Lens and CRS Partnership principles.
Representation and Communication
Seek out opportunities to represent CRS programming, highlight innovations and share program results.
Represent CRS at external meetings with international and national technical expertise stakeholders.
In specific instances, prepare and deliver presentations of the project ongoing activities, challenges/opportunities, and results achieved.
Strengthen linkages with existing and potential partner agencies.
Background, Experience & Requirements:
Education and Experience:
Minimum of eight years of experience working on juvenile justice or rehabilitation and reinsertion programming, research and/or policy; experience working in Latin America.
Experience with methods for high quality evidence building (rigorous impact evaluation, case study development, analytical framework development, sampling for data collection, etc.), as well as in the implementation of data collection.
Undergraduate degree in political science, public policy, strategic management, security and justice sector, criminology, trauma, sociology, education, early childhood/youth development, gender violence, conflict resolution, or a related field is required. Master's degree or equivalent in any of the above-mentioned fields is preferred.
Proven ability to work effectively and collaboratively with a range of key program stakeholders, and managing complex relationships with actors from the private and public sectors, donors and other collaborating agencies.
Demonstrated ability and experience in leading large, multicultural teams, facilitating the production of results and resolving sensitive and complicated work issues with staff and host country counterparts at all levels.
Proficiency in Microsoft Office suite, including Word, Excel and Outlook.
Knowledge of CRS Partnership strategy and Partner management experience an advantage

Ability to be flexible, persistent, and diplomatic and to gain respect among staff, local community leaders, church and secular partners, as well as local government ministries and donor organizations.
Demonstrated ability to work effectively as part of a multi-cultural team, but be self-motivated and accountable for program implementation and work independently if needed.
Required Foreign Language: Demonstrated ability to fully and effectively communicate, both orally and in writing, in Spanish and English.
Travel Required: Ability to travel nationally and internationally as required up to 25% of the time
