We are presently identifying candidates for the following position:Program Assistant for INTERPOL Program. This candidate will work with Dept. of State, International Narcotics and Law Enforcement (DOS-INL) in Tegucigalpa, Honduras on the Central America Regional Security Initiative (CARSI) contract.

The CARSI contract, one of the largest and most sophisticated multi-lateral security efforts in the world, provides funding for the US Government to assist the governments of the CARSI countries with police professionalization, justice sector reform, counter narcotics efforts, border security management, crime and violence prevention, and anti-corruption efforts. This initiative will focus on a series of Policing, Specialty, IT and Administrative roles. Requirements and responsibilities for this role are as follows:

Minimum Qualifications—Local National
RSO Clearance
BA/BS (University degree equivalent)
FSI Level 3/3 English, FSI Level 3/3 Spanish,
Five (5) years administrative experience in a professional setting,
Procurement experience
Administrative experience
Accounting experience
Previous government, law enforcement or project management experience preferred,
Effectively communicate in English and Spanish
Knowledge of the Microsoft Office suite to include Word, Excel, and Power Point, ability to learn new software.
Demonstrated excellent communications skills, both oral and written, in Spanish

Preferred Qualifications—Advanced English language skills are preferred.

Responsibilities—Provide assistance to host government in order to develop and implement effective international police investigations through INTERPOL.
Work directly with various Government of Honduras (GOH) institutions including the Honduras National Police, the Public Ministry, and the Ministry of Security's various specialized police units, and diverse Honduran institutions.
Keep the Program Manager, INL Director, Deputy Director, and INL/H Program Officers, and other U.S. personnel, informed and briefed on all matters relating to NTERPOL programs.
Provide expertise and assistance to INL/H to oversee the day-to-day logistical support aspects of the INTERPOL program and identify problem areas and issues needing resolution.
Ensure that work performed will be accomplished within INL policies and regulations.
Ensure that Leahy vetting requirements for INTERPOL programs are being met.
Report problem areas and pertinent issues with proposed solutions to the INL Program Manager. Organize training venues, acquisition activities, logistical support to activities associated with the program deliveries to the Government of Honduras and other programmatic events to be conducted locally; complete official and unofficial translations of written communication; track budgets.
Provide detailed administrative assistance to the INL/H INTERPOL program manager.
Provide administrative support as needed to include inputs to reports and action items and advice on and advice on problems/issues with possible solutions.
Submit and reconcile Travel Advances for authorized travelers in E2.
Close out final voucher for traveler and recapture any owed expenses.
Work with the NCSC (National Center for State Courts) travel office as needed concerning required logistical support and ensure proper documentation is complete.
Provide relevant information to NCSC to create New Traveler Profile.
Coordinate with NCSC if hotel and car rental reservations are required.
Submit and reconcile Travel Advances for authorized travelers in NCSC.
Input procurement data in the INL tracking software and maintains entries in the database and reports. Drafts purchase orders, contracts, vouchers, miscellaneous procurement documents and paperwork including correspondence for the Program Manager’s approval.
Track the approved budget in accordance with INL financial system, as well as DOS standards, and regulations, with responsibility for the preparation and submission to INL all prescribed financial and other reports.
Maintain open, timely, and effective communications with the INL/ COR as well as INL/Honduras (INL/H) Program Officer and the INL/H Director at the US Embassy in Tegucigalpa, Honduras, resulting in a relationship that proactively addresses potential problems with flexible, workable solutions.
Demonstrate how the proposed activities and deliverables contribute to achieving INL’s desired goals and impacts; subsequent reporting should track progress toward outputs, outcomes, and desired impacts;
Contain all proposed activities, timelines, staffing, and key benchmarks for addressing each deliverable.
Provide INL timely reports as relevant events unfold.
Provide a summary of relevant program activity, progress toward desired impacts, recommendations for advancing program and U.S. objectives, project highlights, and other relevant significant information including metrics, milestones achieved, and other relevant statistical data. Report on scheduled upcoming meetings, trainings, and other activities, outlining dates and participants (due the second Tuesday of each month).
Assist the Program Manager in preparing Quarterly Reports, including compiled monthly report quantitative data, an analysis of program trends, and an update on progress toward INL’s desired outcomes and impact goals, noting challenges, successes, future plans, and recommendations to INL.
When required, travels within country to assist INL.
Hours for this full-time position will be the core hours of the US Embassy in Tegucigalpa, Honduras, Monday through Friday, 40 hours per week.
The position will be stationed in Tegucigalpa, Honduras.
National and international travel may be required. ? Create a work plan per the instructions.
Provide weekly, monthly, quarterly and annual reports of relevant program activity, progress toward desired impacts, recommendations for advancing program and U.S. objectives, project highlights, and other relevant significant information including metrics, milestones achieved, and other relevant statistical data. Report on scheduled upcoming meetings, trainings, and other activities, outlining dates and participants.
Monitor the budget and works closely with INL to ensure the proper coding for obligation of program monies.
