Position grade NO-A
Duty station Tegucigalpa and San Pedro Sula, Honduras with frequent travels in the region.

ORGANIZATIONAL CONTEXT AND SCOPE
Under the general guidance of the Program Manager, the direct supervision of, Health and Psychosocial Coordinator and the close coordination with the Honduras National Coordinator providing VACS liaison support, the successful candidate will be responsible and accountable for the development and implementation of the specific components of the Return and Reintegration Program relating to the Violence Against Children Survey (VACS) being implemented at the sub-regional level, covering: El Salvador, Guatemala and Honduras.
Specifically, he/she will have the following core functions and responsibilities:
III. RESPONSIBILITIES AND ACCOUNTABILITIES
Provide guidance to the implementation of the VACS and closely liaison with the technical and programmatic team, ensuring timeframes and the step-by-step operational framework are all in place.
Liaison with the Sub Regional Program Manager, VACS team, the National Coordinators and CDC.
Close coordination and oversight of the leading government agency in each country, especially during the implementation of data collection, analysis and validation and publication of results. Close coordination with the Multi-Sectorial Task Force.
Collaborate with IOM staff and implementing partners to ensure compliance with contractual obligations and IOM procedures, as well as, ensuring collection of relevant project-related information in a timely and quality manner.
Work in close coordination with the Sub Regional Health and Psychosocial Coordinator, and in close collaboration with National Coordinators to plan and enable implementation arrangements.
Coordinate with other relevant Units and IOM national counterparts for ensuring continuity beyond the project period.
Develop a project methodology, train project staff and liaise with partners for implementation of activities and delivery of services to the target population affected by violence against children.
Liaison with the INSPIRE initiative, while ensuring that VACS activities are aligned with the global initiative.
Prepare and obtain endorsement of agreements with relevant parties for successful implementation and support systems of the program.
Assist CDC and partners in analyzing findings from the assessment. Close coordination with CDC to ensure the constant and fluid information of the activities that CDC carries out in the context of the project, maintaining a permanent, efficient and strategic communication with the representatives of USAID in Honduras and with the Sub regional Health and Psychosocial Coordinator.
Coordinate logistic arrangements for trainings and meetings with the relevant actors as needed.
Assist the Health and psychosocial Coordinator in monitoring activities aimed at assisting in cases in which there is violence against children during the project lifetime.
Ensure activities are in line with the work plan and results are up-to-date and in line with project framework.
Assist the Health and Psychosocial Coordinator in developing and implementing a plan of action to respond to the violence against children in the population in El Salvador, Guatemala and Honduras, including addressing public/ mental/ psychosocial health priorities, trainings, health promotion and prevention and data collection, providing technical input as required.
In coordination with Health and Psychosocial Coordinator, Sub-Regional Program Manager, Regional Thematic Health Specialist and Project Officer, ensure adequate information management for partners, donors and national / international interlocutors
Ensure that all IOM field and partner staff complies with IOM's Operational Guidelines, including the Code of Conduct.
Maintain a clear and precise filing system to ensure correct reporting to the Sub-Regional Program Manager on the status of project implementation.
Undertake duty travel as required to provide assistance to project activities.
Assist the Health and Psychosocial Coordinator in activities related to the Health and Migration topics, such as: the development of new projects, coordinate and participate in meeting with new partners, detection of possible new strategic alliances, etc.
Perform such other duties as may be assigned.

EDUCATION AND EXPERIENCE
Education:
? University degree in health or social sciences or relevant degree or other with at least five years in relevant experience working with international organizations.
? Master's degree in public health, social sciences, demography, development planning, quality, statistics or academic equivalent
? Master degree in areas related to violence/abuse, migration, and/or quality assurance, would be advantageous.
? A combination of education and experience will be considered in lieu of an advanced degree.
Experience:
? Experience in coordinating projects with USAID.
? Experience with international humanitarian organizations, non-governmental or governmental institutions/organizations in a multi-cultural setting.
? Experience working with the UN system.
Proven expertise in conducting interinstitutional coordination with UN agencies and other organizations such as World Bank or together for Girls.
? Experience in managing components of health programs;
? Experience working with vulnerable populations (at risk).
? Experience working in areas/projects aimed at reducing violence in communities.
? Experience managing multi-country programs in volatile environments;
? Experience working in entrepreneurship and Advocacy programs.
