CAMRIS seeks a Monitoring, Evaluation, and Learning Specialist for an upcoming USAID/Honduras monitoring, evaluation, and learning contract.

Note: This position is contingent on contract award.
Responsibilities

Provide technical feedback on and develop scopes of work.
Help the Evaluation Specialist oversee quality control of external teams in developing and implementing qualitative and quantitative evaluations, including planning for data collections, development of protocols, and other technical evaluation and analytical tasks.
Join external teams in coding and analyzing qualitative data collected from the field.
Help liaise with Mission staff and external consultants, evaluators, subject matter experts, translators, and transcribers.
Help develop, comment on, and improve evaluation designs and data collection instruments.
Support the contract various components as needed.
Review quality control inputs, outputs, and processes.
Work with the activity's logistics coordinator, the Mission, and implementing partners and others to ensure support of meetings, interview schedules, and events.
Help design, staff with internal and external experts, and deliver trainings, workshops, and brown-bag presentations, in topics related to MEL to USAID and IP staff.
Support Mission-wide and smaller learning summits.
Support the development and dissemination of knowledge management products.
Undertake or assist with structured and ad hoc analyses related to subjects worked on.
Brainstorm new, proactive tasks and subtasks.
Help update MEL’s own MEL plan, indicator tracking table (ITT), and performance indicator reference sheet (PIRS) as needed.
Oversee external consultants or teams and provide quality control in developing and implementing qualitative and quantitative evaluations, including planning for data collections, development of protocols, and other technical evaluation and analytical tasks.
Join teams in coding and analyzing qualitative data collected from the field.
Perform other technical and organizational responsibilities as assigned.

Qualifications

An advanced degree in a sector relevant to monitoring and evaluation of USAID/Honduras activities (e.g., economics, public policy, international relations, statistics, political science, health, education, agriculture, etc.).
At least 5 years of experience working in monitoring and evaluation in Honduras.
Demonstrated knowledge in MEL (such as performance monitoring, data quality checks, learning, and knowledge management).
Past experience working in performance monitoring, learning, and knowledge management.
Knowledge of USAID evaluation policies.
M&E training experience for local implementing organizations.
Strong interpersonal skills required.
Excellent oral and written communication in English and Spanish.
