CAMRIS seeks a Human Resources and Administration Officer for the upcoming USAID/Honduras' Monitoring and Evaluation Support for Collaboration, Learning, and Adapting (MESCLA) contract.

Note: This position is contingent on contract award.
Responsibilities

Implement CAMRIS human resources (HR) and USAID policies and procedures.
Oversee local recruitment efforts including conducting interviews and writing and placing job ads for all personnel including national and international consultants, field researchers/enumerators, transcribers/translators, interpreters, and other staff needed for carrying out the project’s deliverables.
Negotiate and suggest consultant daily rates and new staff salaries for approval by the Chief of Party.
Support the completion and verification of data contained in relevant project forms.
Prepare and present a description of shortlisted candidates to hiring managers.
Maintain and update national/international consultants and field researcher rosters, and long and short-term personnel and consultant files.
Liaise with local and international stakeholders for the recruitment of appropriate field researchers and local consultants.
Consult with the senior management on the arrangement of interviews and other assessment processes.
Provide comprehensive orientation and onboarding to staff and consultants, including ensuring supplies and office space.
Liaise with IT support to provide CAMRIS email to relevant consultants and employees.
Prepare interview questions and candidate evaluation forms in accordance with job descriptions.
Update staff vacation/leave/holiday timesheets on a regular basis and ensure that staff adhere to CAMRIS’ HR policies.
Provide information to staff members on the selection of new staff.
Administer and conduct exit interviews with staff and consultants, and feed this information back to the Chief of Party and CAMRIS HQ.
Participate in staff meetings.
Perform other duties, as needed.

Qualifications

A bachelor’s degree in a relevant field.
A minimum of three years of experience in administrative and human resources, preferably in an international development environment.
Outstanding attention to detail and excellent organizational skills.
Ability to function independently without supervision.
Knowledge of USAID rules, regulations, and procedures preferred.
Ability and interest in utilizing systems, such as iCIMS recruitment platform, to support recruitments.
Strong communication skills and well-developed interpersonal skills.
Proficiency in Microsoft Office (Word, Excel, and PowerPoint).
Excellent oral and written communications skills.
Fluency in English and Spanish.
