CAMRIS seeks a Deputy Chief of Party for the upcoming USAID/Honduras' Monitoring and Evaluation Support for Collaboration, Learning, and Adapting (MESCLA) contract.

Note: This position is contingent on contract award.
Responsibilities

Work with the Chief of Party to provide supervision and oversight of the project to ensure efficient and effective project implementation in line with contractual requirements.
Collaborate with the USAID/Honduras program office, expanded M&E team, technical teams, and other COPs and DCOPs managing USAID projects to ensure that our support is meaningful and useful to the Mission and partners.
Serve as the secondary liaison with the client Contracting Officer Representative and M&E activity officers at USAID and its implementing partners.
Support quality control and the overall responsiveness of technical assistance provided under the contract, including necessary adjustments to operations to fit the requirements of USAID.
Contribute substantively to the design and field-testing of evaluation methodology, participatory data collection methods and protocols, data verification techniques, and other technical evaluation and analytical tasks conducted under this contract.
Support the design, quality, development, and completion of assessments, analytical reports, and evaluations.
Provide quality assurance and responsiveness on all aspects of the MEL lifecycle including design, data collection, analysis, reporting, and learning.
Maintain a working knowledge of project budgets and expenditure and oversee the set up and implementation of appropriate systems for project financial management.
Represent the project and the organization and ensure the distribution of information about project achievements and lesson learned.
Serves as Acting Chief of Party when the Chief of Party is unavailable.

Qualifications

A master’s degree (PhD is preferred) in field relevant to project activities, e.g. economics, public policy, international relations, statistics, political science, social sciences, etc.
At least 10 years of experience working in monitoring and evaluation.
Demonstrated ability to manage, lead, and make decisions in a timely fashion.
Demonstrated ability to assemble and lead highly skilled, interdisciplinary teams; interact with and lead a broad range of governmental and non-governmental actors and institutions across sectors; and implement detailed, organized, timely, accurate M&E programs.
Experience conducting rigorous evaluations of development interventions.
Experience implementing performance monitoring of complex development interventions.
Fluency in English and Spanish.
