GENERAL BACKGROUND:
On 19 September 2016, the United Nations General Assembly adopted the New York Declaration on Refugees and Migrants, calling for greater burden sharing by the international community to support the world's largest refugee hosting states. The New York Declaration called on UNHCR to develop and initiate the application of the Comprehensive Refugee Response Framework (CRRF) in close coordination with relevant states and in collaboration with relevant UN agencies, applying a multi-stakeholder approach. The objectives of implementing the CRRF are to: (i) ease pressure on host countries; (ii) enhance refugee self-reliance; (iii) expand access to third-country solutions; and (iv) support conditions in countries of origin for return in safety and dignity. The New York Declaration and the CRRF stress the need to engage development actors in a sustainable response for refugees and host communities. The CRRF promotes inclusion of refugees in the delivery of national services, such as education and health, as well as national development plans and programmes, supporting these priorities where possible. The CRRF aims to bring on board additional partners into the refugee response, including those who have been less involved in refugee response, by mobilising their respective areas of expertise and interest to contribute to a broad-based intervention. The roll-out of the CRRF requires intensive efforts throughout pilot countries, including consultations with a broad range of internal and external interlocutors at national, regional and district levels - in particular the various government offices which need to be involved as part of the CRRF roll-out.
There are two pilot regions in the world: East Africa and Central America. In the Central America situation, the regional CRRF is referred to as the Comprehensive Regional Protection and Solutions Framework, or MIRPS, for its acronym in Spanish. Honduras is the first country that accepted being a MIRPS pilot in the Americas. At a regional meeting in San Pedro Sula, Honduras on October 26, 2017, six states officially joined the regional CRPSF/MIRPS
UNHCR is working with national authorities to create a Steering Committee led by the Government to coordinate the roll-out of the MIRPS, including a mapping exercise and gap analysis among the first steps. This will further inform the priority areas of engagement and indicators for initial progress for the application of the CRRF in Honduras.
Against this background, UNHCR is hiring a CRR (Comprehensive Refugee Response) Associate as part of temporary support staff with the dedicated role to support the roll-out of the MIRPS in the Honduras Operation.
ORGANIZATIONAL CONTEXT
The CRR Associate will report to the Associate CRRF Officer and Head of Office, depending upon the work area. The incumbent will benefit from functional guidance from the supervisors, as well as other colleagues in the office, and the Regional office in Panama. S/he will also benefit from support from technical units at HQ as appropriate. S/he is also expected to stay abreast of the challenges posed to the region by the political context, the UN and humanitarian reform and institutional developments.
DUTIES AND RESPONSIBILITIES
The CRR Associate will provide support on the application of the MIRPS in Honduras and the implementation of the national chapter and future planning in alignment with this framework, as follows:
Support the implementation and monitoring of the MIRPS in Honduras.
The incumbent will be critical in assisting the National Office and the MIRPS Steering Committee to maintain an overall picture of development and humanitarian activities to improve national response and protection towards IDPs, deported persons with protection needs, Hondurans abroad, refugees and asylum seekers, and support MIRPS coordination-related activities. Specifically, s/he will:
Support with the timely follow up on the implementation and delivery of MIRPS-related activities and outcomes.
Support the MIRPS coordination-related activities.
Support to the development of the MIRPS work plans and budgets.
Support to financial management of the MIRPS-related activities by closely working with the Programme Unit to track expenses, to support the revision of the budget, etc.
Collect (and analyse) on a regular basis relevant CRRF-related data and information, new development initiatives, existing regulations, guidelines, government strategies relevant to the response and protection towards IDPs, deported persons with protection needs, Hondurans abroad, refugees and asylum seekers.
Monitor the progress of the different MIRPS-related activities and submit on a regular basis reports on the progress, accomplishments, difficulties, lessons learnt etc.
Under the direction of supervisor, undertake proper collection, monitoring and use of baselines, standards and indicators needed to measure and analyse MIRPS implementation.
Maintain regular contacts with local authorities and partners as requested by supervisor; represent UNHCR in meetings as requested by supervisor, as part of MIRPS engagement to ensure inclusion of response and protection towards IDPs, deported persons with protection needs, Hondurans abroad, refugees and asylum seekers in local development plans.
Contribute to the preparation of MIRPS status and progress reports by providing information, data, preparing tables, etc.
Assist in preparing communication/publicity materials posters, brochures, newsletter, etc.
Assist in drafting TORs for national and international consultants and support the selection process;
Prepare briefing materials for any missions visiting the project and arrange field visits and related activities for them
Liaise with partners and represent UNHCR in meetings related to information management and the production, analysis and dissemination of data.
Undertake any other activity assigned by the Supervisor
III. QUALIFICATIONS AND EXPERIENCE
ESSENTIAL MINIMUM QUALIFICATIONS AND PROFESSIONAL EXPERIENCE REQUIRED.
- Education: Completion of secondary school. Additional certificate/training in Social sciences, social-economic development, development planning, rural development or other related fields;
- Job Experience: Minimum 6 years relevant professional experience, both in the humanitarian and development context is essential.
- experience in planning, implementing, and monitoring programmes and managing multiple projects
- Excellent computer skills, including Excel, Word and Power Point
- Strong facilitation skills
- Fluency in English and Spanish
DESIRABLE QUALIFICATIONS & COMPETENCIES
- University degree in social sciences, social-economic development, development planning, rural development or other related fields;
- Knowledge in Honduran Institution functioning especially planning and finance.
- experience with a multilateral or international organization including NGOs.
- Proven ability to work with a variety of people including donors, multilateral banks, government officials, local stakeholders.
