Overview

DevTech is seeking a Collaborating, Learning, and Adapting (CLA) Expert in preparation for the upcoming USAID/Honduras Monitoring, Evaluation, and Learning (MEL) and Collaborating, Learning and Adapting (CLA) activity. This is a demand driven activity to provide USAID/Honduras with project and activity evaluation, performance monitoring, knowledge management, communications, and performance management support services. Additionally, this activity will inform monitoring, evaluation, and learning throughout all program stages to support USAID’s focus on adaptive management to increase developmental effectiveness. The activity will include three components:

- Design, implement, and disseminate evaluations, assessments, surveys, and monitoring analyses.
- Facilitation and intentional CLA use among USAID stakeholders; and
- Technical assistance to measurably increase MEL capacity among USAID staff, implementing partners, local organizations, government counterparts, private sector, and academia.

Responsibilities

The CLA Expert will facilitate trainings and incorporate innovative CLA techniques/approaches to trainings and learning activities in Honduras. S/he will review all background documents and preparation work, specifically the CLA Learning Agenda and remain flexible as unforeseen circumstances arise, support focused and effective communications with the MEL staff to problem solve, lend expertise and guidance, and ensure issues are addressed in a timely manner. The CLA Expert is expected to develop the training curriculum based on the MEL Activity’s CLA Learning Agenda and produce the final report following the training and learning activities.

Qualifications

Minimum requirements:

- Must possess a bachelor’s degree in Social Sciences, Monitoring and Evaluation or a related field. Master’s Degree is preferred.
- Minimum of eight (8) years of professional experience in CLA, capacity building, training, monitoring and evaluation and learning, preferably with USAID.

- Must have a minimum of five (5) years of USAID experience.
- Must be able to work as a team and collaborate.
- Must be able to work in a flexible and complex working environment.
- Ability to create organizational work plans based on higher-level goals.
- Ability to lead and coordinate multiple offices through multiple step processes without being a direct supervisor (although appropriate authority will be given).

- Skills in supporting staff with a variety of levels of knowledge and capabilities.
- Strong organizational skills to balance competing priorities.
- Ability to work independently to efficiently meet deadlines. Strong interpersonal skills.
- Oral and written communication skills to deal effectively with mid and high-level partner contacts, the host government, and the local communities.
- Ability to apply Agency regulations and procedures to daily work requirements.

- Only Honduran nationals will be considered for this position.
- Professional fluency in Spanish and English, written and spoken, required.
